1. The seller and definitions

The seller is VšĮ „Technologijų ir visuomenės institutas“ (TVI), company code 308173516, registered office Perkūnkiemio g. 19, LT-12120 Vilnius, Lithuania. Phone +370 624 78261 (weekdays, 09:00–17:00 Lithuanian time), email info@tvi.lt. TVI’s details are held in the Lithuanian Register of Legal Entities.

Buyer – the person who orders a service on tvi.lt. Consumer – a natural person buying for purposes outside their trade, business, craft or profession. Digital content – material supplied in digital form, such as video lessons, exercises and handouts. Service – work TVI carries out for the buyer, such as an online session, a consultation or marking of assignments. TVI system – the website or learning platform where the content ordered is provided. Opening the content – the first time you select “Open content” on the access page or otherwise first access the content you ordered. TVI records this moment and shows it on the order page.

Each service description states what the price includes, whether it is digital content or a service, how long access lasts, the technical requirements and which cancellation rules apply.

2. How the contract is made

The order page shows the seller, an order summary, the final price and the cancellation terms. The contract is made when you tick your agreement to these terms, press the “Order and pay” button and the payment succeeds.

After payment we email you a confirmation of the contract: the service ordered, the price, these terms and, if you asked for access straight away, your consent and acknowledgement (see section 5). These terms are attached to the email as a separate file. The link to the invoice is in the same email and on the order page.

If you are buying for an organisation, enter its name, code and address on the order page and we will issue the invoice to the organisation. Statutory consumer rights apply only to consumers.

The contract is concluded in Lithuanian or English – the language you used to place the order. You can save or print these terms.

3. Prices and payment

Prices are shown in euros in the service description and on the order page. They are final: TVI is not registered for VAT, so no VAT is charged or shown on invoices. There are no other fees or extra costs.

You can pay by card (Mastercard, Visa). Payments are processed by Swedbank, AB. You enter your card details on the bank’s payment page; TVI never receives or stores them. Payments are protected by Mastercard Identity Check and Visa Secure.

If the payment fails or you cancel it, the order is not confirmed and no contract is made.

Sales and discount codes. If a service is on sale, its description shows the sale price, the regular price and the date the sale ends. You enter a discount code on the order page, and the discount is shown in the order summary before you pay. One code can be used per order. Discount codes cannot be exchanged for cash.

4. How services are provided

We do not post any goods. Digital content and services are provided online.

How. After payment we email you a link to the order and access page or, if the service takes place on a set date, details of how to join the session.

When. We give access straight after payment, and within 2 working days at the latest. A service with a date in its description is provided on that date.

Cost. Access is provided free of charge.

Limitations. You need an internet connection and an up-to-date browser. Other technical requirements and how long access lasts are stated in the service description. Access is for the buyer or the users named by the organisation only and may not be passed on to others.

If the email has not arrived within 2 working days, check your spam folder and write to info@tvi.lt. If we cannot provide the service, we will tell you and refund the full amount within 14 days.

5. Right of withdrawal

A consumer may withdraw from the contract within 14 days of the day it was made without giving a reason (Article 6.228¹⁰ of the Lithuanian Civil Code). It is enough to send your notice before the period ends.

Digital content. On the order page you can ask for access straight away, without waiting for the 14 days to pass. To do so, you expressly agree that supply starts immediately and acknowledge that you then lose the right of withdrawal. TVI confirms this consent by email. In that case you lose the right of withdrawal when you first open the content you ordered (see “Opening the content” in section 1; Article 6.228¹⁰(2)(13) of the Civil Code). Until you open it, you can withdraw within 14 days and get the full amount back.

Services. If you ask us to start a service within the 14-day period and then withdraw, you pay a proportionate part of the price for what was provided before your notice (Article 6.228¹¹(9) of the Civil Code). Once a service has been provided in full, the right of withdrawal no longer applies if, before it started, you expressly agreed and acknowledged that you would lose this right.

How to withdraw. Use the “Withdraw from the contract here” function: the link is in the website footer, in your confirmation email and on the order page. You can also send a clear statement to info@tvi.lt or fill in the model form below. When we receive your notice, we confirm it by email without delay, stating its content and the date and time it was sent.

Organisations. The statutory consumer right of withdrawal does not apply to purchases made for an organisation. We still refund the full amount if we are told by email within 14 days of payment and the content ordered has not yet been opened.

Model withdrawal form

Complete and return this form only if you wish to withdraw from the contract. The form was approved by the Lithuanian Minister of Justice (Order No 1R-154 of 30 April 2014). Using it is optional.

6. Cancelling an order and refunds

Cancelling an order. Until an order is paid, you cancel it simply by not completing the payment: no contract is made and you pay nothing. A paid order is cancelled by cancelling the contract as described in section 5.

Returns and exchanges. We do not sell physical goods, so there is nothing to return. Once the contract is cancelled, your access to the TVI system is removed and the content may no longer be used or passed on (Article 6.228¹¹(16) and (17) of the Civil Code). If a service takes place on a set date and you cannot attend, write to us and we will offer another date if one is available.

Refunds. We refund without delay and no later than 14 days from the day we receive your notice of cancellation. We use the same payment method you used – the same card – unless we have expressly agreed otherwise. This costs you nothing. How quickly the money reaches your card account depends on your bank, usually a few working days.

We refund the full amount. If part of a service has already been provided (section 5), we refund the amount less a proportionate charge for what was provided.

7. Quality and legal guarantee

TVI is responsible if digital content or a service is not supplied or does not conform to the contract. Where content is supplied once, TVI is responsible for any lack of conformity that existed at the time of supply and becomes apparent within two years. Where access is provided over a period, TVI is responsible for any lack of conformity that occurs or becomes apparent during that period (Article 6.228²⁰ of the Civil Code).

If you notice a problem, write to info@tvi.lt. You can ask us to fix it and, if that is not possible, ask for a price reduction or end the contract and get your money back. We refund within 14 days.

The functions of the digital content, its compatibility with devices and any technical protection measures are stated in the service description.

8. Complaints and disputes

Send complaints by email to info@tvi.lt or by post to our registered office. We reply in writing within 14 days of receiving a complaint.

If you are not satisfied with our reply, or receive none within 14 days, you can contact the State Consumer Rights Protection Authority (external link) (A. Goštauto g. 12, 01108 Vilnius, Lithuania, tarnyba@vvtat.lt) or apply through the Consumer Rights Information System (external link). You must do so within one year of contacting TVI. Disputes can also be taken to court.

The contract is governed by Lithuanian law. If you are a consumer living in another EU country, you also keep the protection of the mandatory consumer law of your country.

9. Personal data

The data we process when you order and pay, how long we keep it and your rights are described in our privacy information.

10. Changes to these terms

TVI may change these terms. An order is governed by the terms in force when it was placed. The date of the last update is shown at the top of this page.
